I know this topic is a bit old, but I got mine to work after a bit of confusion and thought I'd share my steps: [1]-Buy the DLC on Steam. [2]-Restart Steam *Not required, but may help some.

[3]-Open Steam and navigate to the Games tab >View Games Library. [4]-Right Click on 'Tom Clancy's Splinter Cell Blacklist' on the left. [5]-Select 'View CD Key' *There should be two (2) Keys here. If not see Step 2.

[11]-Paste the key from Steam by pressing Ctrl+V in the dialogue box. [12]-Return to The Paladin and access the SMI Map.
